Congress can also decline to fund such an effort and can announce in advance that it will not do so; and that no previously authorized funds for other purposes may be diverted by the President or DOD to an attack on Syria. I also think, that Congress out to call for the resignation of Secretary of State Rice based on her assessment that Bush can act in Syria without any consultation with Congress at all. {The writer is a declared REPUBLICAN candidate for Congress from Vermont who has called for impeachment of Bush/Cheney.
