I can't believe he's being accused of fraud because he does what anyone with two kinds of insurance does: put in for the primary insurance, and then, when it's refused, go to the secondary. Anyone who's on Medicare and Medicaid does this routinely. Occasionally there are problems, but if you call up the provider and explain, they just resubmit the bill. No problem! No indictment!
